Actually, the fact of the matter is that you and everyone reading this out there knows that if you stopped hiding behind the impenetrable anonymity of the internet you've created you are the one that would be exposed. There is no "legal system" if you can't find the perpetrator and you know it. That's why insane individuals such as yourself can exist. Everyone reading this already sees the most scared, jealous, obsessed, crazy ass-hole that can be imagined. Using words like thug, terrorist, liar, etc. to describe photographers only underscores your need for professional help. If there was any sane rationale behind any of your garbage you'd express it much differently, much more professionally and much more like a human being.
